Resources - Framework Evaluation

Over the five year period of the Framework 2000-2004, up to $80m will be invested by the Commonwealth and the States and Territories through ANTA. In addition, there is considerable investment of time and the intellectual and creative resources of many participants in individual programs and projects sponsored through the Framework.

A three phase evaluation strategy has been established to measure the impact of this initiative throughout the 5 year period. The first major evaluation report, delivered on 30 June 2002, established the evaluation architecture and provided a formative and summative evaluation of the Framework 2000-2001. The second evaluation report is expected by the 31 May 2004, incorporating previous outcomes and providing an evaluation of the uptake of flexible learning in VET since 1999 and the impact of the Framework 2002-2003. This evaluation will substantially inform the case for a future commitment for national flexible learning post 2004.

The third and final evaluation report is to be delivered by 30 March 2005. This report will incorporate previous evaluation outcomes and evaluate the Framework's impact in 2004.


Australian Flexible Learning Framework Evaluation Phase 2

An evaluation of the impact of the Australian Flexible Learning Framework 2000-2004 and its sustainability beyond 2004 is currently underway.

The purpose of the Framework Evaluation (Phase Two) is to assess:

  • the uptake of flexible learning in the VET since 1999, particularly the application of new technologies to VET products and services
  • the impact of the Framework as a national strategy
  • a case for or against further national investment in flexible learning beyond 2004
  • efficiency, effectiveness and management of the Framework 2002-2003.

This Evaluation report will be of most interest to those interested in the assessment of the overall impact of the Framework (as distinct to the outcomes of specific projects). It will also be of interest to those working in specific Goal areas and projects as it makes recommendations to changes in priorities for future project activity

This report evaluates the effectiveness, efficiency and appropriateness of the Strategy 2000 program of initiatives and of related processes that represented the first stage of implementation of the Australian Flexible Learning Framework. The report is the first in a series of annual evaluations of progress towards achievement of the Framework's goals.
