issues for the online community space. You already know that the Council
is legally defined as a publisher
because it hosts a web site and the staff
online space."
 
"This means several things from a legal point of view:
- The Council
takes legal responsibility for
everything it publishes
- It must plan for
the legal risks involved in moderating online interactions
- Council staff
must be trained in understanding, identifying and dealing with legal
risks, and
- Incidents that arise from time to time must be dealt with, in
a timely and effective manner.
